are you a Concur customer (or hired 3rd party) working on your own app? OR are you a company that is interested in pursuing an App Center Partnership where your app will be available for all customers to deploy?
The APIs listed below work if the token you are using corresponds to a User profile that has the web services role assigned to it.

Please pass the User field as well as make it User=ALL and you will get all reports back.
